Note: The system with fixed prices on electricity and water was suspended as of 1 January 2005. Instead, differentiated pricing on electricity and water was introduced. The goal of the restructuring is to let prices on electricity reflect the real costs of production more closely in the future. To protect smaller towns, settlements, and outlying districts from excessive price increases, however, the government has decided to introduce a system of maximum and minimum prices. These are introduced over five years, so that prices in 2009 will not have risen by more than 50 per cent of the former fixed price.
